The Geography of Opportunity: A framework to boost collaborative efforts and expand opportunity across the greater New Orleans region

For the Gulf Coast super region containing New Orleans and Baton Rouge, events such as Hurricane Katrina and the BP Oil Spill have highlighted existing inequalities in access to opportunity. In the years since these events, efforts to rebuild the region have often reflected those pre-existing inequalities and even exacerbated them.

It is because of this struggle to balance the scales of access that the Greater New Orleans Foundation (GNOF) has enlisted the help of the Kirwan Institute for the Study of Race and Ethnicity to map the current landscape of opportunity of the region. This report employs Kirwan’s Opportunity Communities framework to visualize how access to many facets of opportunity varies by geography and race. It then identifies the structural and institutional factors that must be addressed in order to create a more equitable and economically resilient region.
